Who We Are
Amendment 2 Consultants was founded by Mike Hill and John Payne, who first worked together as part of New Approach Missouri, the campaign that created and passed Amendment 2 with 65 percent of the vote in 2018. They will bring the expertise and relationships they forged before and during that campaign to assist their clients in the medical marijuana application process and beyond.

Mike's passion for the cannabis industry is evident from his involvement with the passage of Amendment 2 and continued leadership role with New Approach Missouri. As a key contributor to the drafting of Amendment 2, Mike will be able to provide clients with invaluable insight into Missouri's medical marijuana law. Mike's role as a MoCannTrade board member is focused primarily on his work with the association's Government Affairs Committee, which is responsible for drafting model rules and regulations and interfacing with the Department of Health and Senior Services.

John gave his first speech on marijuana policy for a class assignment in eighth grade, and he has been developing a passionate expertise on the subject ever since. He served as treasurer and vice president of Washington University’s chapter of Students for a Sensible Drug Policy and started working on the issue professionally with Show-Me Cannabis in 2011. Since then, he has worked with stakeholders at the local, state, and federal level; testified before numerous committees on pending legislation; and led the campaign to pass Amendment 2 as the campaign manager for New Approach Missouri. He remains involved in the implementation process in his role with New Approach Missouri and an advisory board member for MoCannTrade.

Aaron brings a wide range of expertise across the full bid and proposal (B&P) life-cycle for competitive, government-issued awards. He has a strong record of writing winning business proposals across the biomedical, clinical, regulatory, grants management, and health IT communities - winning programs awarded by agencies including FDA, NIH, USDA, and HHS. Aaron demonstrates skill in technical writing, recruiting, technical and management solutioning, SOP development, pricing, graphic design, proposal management, and customer relationship management.
About the Amendment
Amendment 2 (now Section XVI of the Missouri Constitution) passed with 65 percent of the vote on the November 2018 ballot. The amendment legalized the medical use of marijuana by qualifying patients and created a legal framework for its cultivation and sale, regulated by the Missouri Department of Health and Senior Services (DHSS).
DHSS is currently writing the rules and regulations for Missouri’s new medical marijuana industry, and they must release those along with application forms for patients and businesses by June 4, 2019. Business applicants will then have 60 days to complete the applications before DHSS begins accepting them on August 3. Amendment 2 lays out criteria that DHSS will use to score these applications and award at least 60 cultivation licenses, 80 extraction licenses, and 192 dispensary licenses.
